Two thoughts.
1) Smiley spam is bad.
2) German Nightmare, you're not half as clever as you think you are.

Jeez - are you in a bad mood.
That was to be taken as a good-humored jest - nothing more, nothing serious. Sorry!
(And I sincerely doubt you can and do know how clever I consider myself and how clever I really am.)

When it's shown to be lacking in reference to the rules of the site? I think it's entirely appropriate. Illustrated in full above.

no. rule infringements are to be judged. characters are not. seems to me like scolothingamajig was in a pissy mood and acted in a way unbecoming of a mod.

Seems to me like you need to step back and get a grip. Poster was bragging, poster got caught, poster got called on it. Unbecoming? Seriously now. What was unbecoming was dicking around with stupid smiley spam then trying to be cute about it, then on top of it, whining about getting a tap on the wrist. Commenting that someone isn't as clever as they seem to think they are in trying to dodge a call is not 'out of line', and if you think it is, I'd suggest your sensitivity levels are off, and posting on the internet may not be for you.

This comment does not appear to be out of line here. Regardless of whether it is accurate or not, it is so mild as to simply not be a problem.
The internet requires some thickness of skin. I think that you'll find that the moderators on NationStates are some the fairest and most polite you'll find. If this comment bothered you, you may want to avoid most internet forums, cause you'll usually hear harsher.

I am "borrowing" this smiley for addition to those useable in my region's offsite forum: Does its creator request that people who install it elsewhere give them credit for the design?

Thing is, though: It wasn't me who smiley-spammed and got modded for it in the first place.
How do you feel now?

Not a problem. ;)

Absolutely.
I like being on NationStates, especially because most of the time it has a very relaxing and fun atmosphere.
I tried to play on that and it didn't really work out this time. No biggy. :p

I honestly wouldn't know since I'm not the creator. I "borrowed" it myself and have seen it in various other places as well. Enjoy. :)

NationStates moderators are the best moderators ever. On other forums they either break all the rules or aren't even there at all except for the noob board.
Edit: I meant the other sites' moderators, not the NS ones...
anyway, GN wasn't even the one smiley spamming...

In that case, I 'feel' that you were 'smiley-spamming' the Moderation thread trying to be cute with useless input - so in essence, statement stands, and just references a different thread from what was originally thought. *smiles sweetly* Other than that, I feel just fine. Glad you do as well.

Good god people, find something more important to get worked up about. This thread should have been locked hours ago.
