The resolution currently at vote contains the following "sunshine clause"IN LIEU OF direct UN funding:
-PERMITS the World Bank to assess minimal fees on exchanges, but limits those fees to the minimum needed to maintain the World Bank;
-ELIMINATES these fees should alternative funding be passed by the UN;
Not having examined previous resolutions with a fine-tooth comb I can't say for certain, but this seems like the first attempt to use such an animal. I like it; I like it a lot and if it's legal plan to use it frequently. But... even as a clause that only affects a portion of the resolution, it seems a little close to both self-repeal and controlling future action of the UN.
It was only added just before submission, so the author's assumption that y'all have seen it and approved may be in error, and a ruling would be appreciated.
