I have noticed that not many newcomers stay here because they slightly noobish and do not know where to find the one stop rule shop.

I would like to suggest having some way of getting it to them automatically once they verify their address for the forums. Like having a link to it in the "your e-mail is verified"telegram or something. That way they are sure to have the rules and understand how to act on the forums before their first post.

it's stickied already, if they aren't smart enough to read the thread that looks like it's interesting and always at the top of the page, maybe we don't want them [/notamoddon'thavetheavatar]

The Powers-That-Be in this game have decided against this. They don't want people who just joined this simple game to be forced to sit and read nearly 9,000 words of rules and regulations. This would be in addition to the 4,300 words in the FAQ, plus the 2,800 words in the News (not counting the archived sections).

In truth, none of these rules would be necessary if people were capable of using common sense and politeness. It's not a tough game to figure out. You sign in, answer some issues, vote in the UN, and maybe do some regional gameplay in the Civil Headquarters. Probably 95% of the players in the game do just that, and never come into contact with the mods, the rules, or anything resembling an infraction.

The ones who really need to read the rules are people who come here with the specific intent of stirring up trouble or disrupting other people's fun. They are also the ones least likely to give a damn what we wrote up in the rules sticky.
