I participated because, well, it's not devolved into flaming or nonsense, but I'm not sure if threads related to pedophilia are still banned or not.

The problem with the original batch was not the topic itself, but the fact that a number of pro-pedophilia players had decided to turn NationStates into a platform to justify their behavior. There were 2-5 pro-pedophilia threads atop General every day for a month or more. Those players appear to have moved on, so the prohibition against even discussing the topic is probably moot.
We're not against freedom of speech, but we're not going to let this forum be dominated by a small group with an outlawed agenda. Discuss what you will, within our rules (which allow polite discussions on masturbation, genocide, racism, and any number of potentially offensive topics), and we'll all get along famously.
