Are links to music sites allowed?
Is linking to music sites like Project Playlist allowed?
I wasn't quite sure, because it seems like some places might ban them. So I thought it was better to be sure then DEATed.

Not sure if the mods know but Project Playlist is basically a site that lets you create MP3 playlists to be placed on different web sites, like MySpace.
Not sure if you can really download off of it.

I'm thinking they might mean a site like Pandora (can't say for sure, as I've never seen or heard of Project Playlist)

No, Pandora's legal too (at least in the USA), as they get authorization to act as internet radio under the DMCA... and given the nature of the site, you can't save anything either.
Playlists are just that, playlists. They're lists of songs, not the actual songs themselves. Listing songtitles is fair use and if the RIAA sued people for that... I wouldn't put it past them, but it'd be bloody stupid.
Rule of thumb: if the site offers songs for download without permission from the license holders for the music, then don't link to it. Otherwise, you should be fine.
