I woudln't call that blackmail. As for harassment, if it was for no reason at all, I can see how that would miff you. However, you have ignored about half of the moves of the forces opposing you, so you can't say he has no reason. I mean, you could actually RP your way out of this blockade, it would make you look better. Seriously, ignoring everything isn't going to make you friends with everyone. Getting ignored is a 2-way street. If you ignore a bunch of people, a bunch of people have the right to ignore you.
