Your picture didn't get displayed - if the pic is only on your computer using image tags won't work, you'll have to attach it as a file. You can do this by scrolling down when you're writing a post and finding the "Attach Files" option.
What most people do, however, is simply upload their pictures to picturesharing sites like photobucket.com or imageshack.com and then link to them.

As for your actual question: The One-Stop Rules Shop (http://forums.jolt.co.uk/showthread.php?t=416023) has this rule on flags: Customizable Field Violations: Using offensive terms and language in a nation's motto, currency, national animal, and/or national title. Also applies to using a swastika or other offensive and/or pornographic imagery in a national flag. Huge flags (over 300x200 pixels) may also be deleted. Note that malicious use of any human or racial terms as national animals is expressly forbidden.
So if, judging from the file name, it's just a pic of a nuclear explosion, you're fine.

I'd recommend reading the One-Stop Rules Shop anyway, it should answer most of your questions.
