Moderator ruling aside, I'm sure you could get the same result (a huge-massive list) by directing yourself to Google.com and typing in 'Online+Flash+Games'.
Even if it weren't against the rules, I don't really see the point.

So make your own forum, or blog, or something else a bunch of you could use for reference files, and topics not allowed or encouraged on the General forums.
It's free, it's easy, and for the blog, if you all have the password, you can all update it. Simple, and you won't be limited by NationStates content rules either. Voila.
Groups from NationStates do this sort of thing all the time. Regions, alliances, etc ... there's a plethora of 'em out there. Link it in your sig as an NSG reference (so long as the content isn't so bad as to fall under the 'do not link to' bits on here I'd imagine).
