I...think this is probably against the rules, since banning is an attempt to make the person go away:

We operate under the assumption that people are capable of learning from their mistakes. Consequently, most deleted nations are permitted to create new nations in an attempt to follow the rules. It's only after we've had to drive home the same points on multiple nations that players become unwelcome in the game. Based on the above quote, s/he did indeed learn something.

Unless you see rules actively being broken, no action is necessary.

Couple of questions..

1. Isn't the thread spam?
2. Wasn't the guy practically begging for a flamewar?
3. Wasn't the guy outright begging for an intra-fora war?
4. Will I get in trouble if I suggest knocking some sense into somebody with the ass-end of a pissed off skunk?
5. What I'm really wondering, is why the thread didn't get trashed?

What's the difference between being banned and DEATed? I always figured that you were allowed to come back with a new nation if you'd been deleted, but that banning meant you were forever toast. And then there was the extra level of DOS.

I think the problem here is that the guy in question was actually deleted and not banned...

Banned is usually a temporary measure. You've done something that violates the TOS and we have decided you need a timeout. It can range from a few days to (for something pretty egregious) a couple of weeks. Getting a longer ban usually means that you've had some bans before and they have not changed your behavior.

DEAT is deleted. You get deleted after being warned repeatedly for rules infractions -- it's pretty much, "Since those warnings and bans didn't do the trick, here's something to get your attention." You can also get DEAT if you do something that violates the TOS egregiously.

DoS is Delete on Sight. You've done things so egregious or created so much havoc, or repeated the same violations over and over until we've decided we just plain don't want you here any more. We delete new nations as soon as you make them.
