Lobbying Question

I have a question for a mod...is lobbying UN delegates to vote FOR/AGAINST a resolution spam, or is it considered like a telegram campaign? :confused:

From the One-Stop Rules Shop:

Requests for proposal approval may be telegrammed to UN delegates, except where the region's World Factbook entry designates otherwise. More than one request per proposal may be considered spam and should be avoided.

Well, thank you, but that wasn't my question. In fact, I swear I've read that clause about 5 times. I know we can telegram proposal approval requests, but can we do the same with resolutions at vote? For example "this is ____ encouraging you to vote FOR the current resolution, because...." or "this is _____, encouraging you to vote AGAINST the current resolution, because.../"

Doesn't really make a difference. Same principles apply.
