Given how many of these tend to show up here - perchance have you logged in to your nation page, not just the forums, in the past month? If not, you'd get that message, and can request a nation res on the 'Getting Help' page (link in sig). If not, you've done something naughty and I'm sure the mods will clear it up for you. Suspect it's likely to be the former - good luck.
