I could find nothing there.
Cannot my nation just be restored?
Try the pull down menu.... (http://www.nationstates.net/04098/page=help) it's the fifth one down...

Getting Help Page (Link (http://www.nationstates.net/14396/page=help))
1. Click the box next to "Another Player Is:" and choose the option "Restore A Deleted Nation".
2. Include the nations Name in the textbox.
3. Click Lodge Request.
