What if we want to actually discuss that topic? I realize he should do his own homework, but I find it an interesting topic. Is it okay to start that topic up not as homework help?

Of course. And if he had started the topic as such, rather then a plea for hw help, it would have been fine.

Just for the record it wasn't homework and I never said it was, the debate in question was completely distinct from college. If, however, it is the position of the Mods that any kind of request for information/help is banned then I accept that.

Any ideas of lines of argument or questions that could be posed to the opposition would be greatly appreciated.
Sounds like a request for help on an assignment to me. We didn't specify "college" anywhere in the rule.
If, however, it is the position of the Mods that any kind of request for information/help is banned then I accept that.
If you want to start a discussion and glean some useful perspectives from it, feel free. Just don't turn it into an assignment.
