After reviewing the post, he is indeed pitching a PBEM game. But he's also planning on having an IC thread here on the NS forums.
On the other hand, the OSRS does say this:
In short, just as long as it has something to do with Nationstates, it is allowed
And I'm not seeing that this has anything to do with NS, so I'm inclined to say it shouldn't be there.
