Proposal in UN: category violation?

I would like to question whether this proposal (nationstates.net/page=UN_proposal1/match=chemical) is legal. It does not seem to be Free Trade, because it imposes regulations on commerce and trade, rather than removing them.

Posting here, because of GHP crapness.

Standardization can act to "reduce barriers to free trade and commerce." The category is fine.
