Racism is not a violation of the forum rules, read the OSRS. All views are tolerated here, there have even been Holocaust deniers on the forums. As long as you stay civil, you can express any view you like.
Hell, there's a guy running around who advocates genocide of Muslims, so you can get away with quite a bit here. Of course, flaming people will get you banned easily, but you already knew that.

But isn't he here essentially saying "All black communities have higher crime because all people there are black", which is essentially a flame? And yes, I know of Deep Kimichi.

The problem isn't that the people in the neiborhood are black, its that there is a lack of education, economic oppurtunities and to an extent social benefits in the neiborhood. Add to the fact that most inner cities governments are completley corrupt and you have one mess of a situation
