Does anyone know how or when?
EDIT: I don't know what rules I broke... but there is an Older Nation called "Lofeta". That died out because I forgot its password. Would it be possible to bring that back and for it's password to change?

if you're seeing this, you tried to access this system where there's no page configured, this may be due to IPs changing, or you're just plain poking around

You don't get to IRC via your web browser. You need an IRC client like mIRC. Check the stickies in several forums (I know General, UN, and one or both of the RP fora have it) for further instructions.

You were ejected for being a UN multi, then deleted a month later for excess spamming. (Can't get to the details right now, as the tasklist has gone wonky.)
Lofeta has a clean record and has been restored.

IIRC, an email is sent to the ressurected nation's email address, containing a temporary password.

Problem is Lofeta is a very old Nation and the Email address for it as since been deleted for inactivity...

That's the problem, I've changed Email Addys and cant remeber the password to the old address that is stored for "Lofeta".
Is there anything the Mods could do to change the Email address it goes to, or the password of the Nation?

Gosh, I hope not! If they do, what is to prevent anyone from using a similar method to take over a country that wasn't theirs in the first place? (If there is such a prevention, I would love to know what it is, then, of course, my objection goes away).

If the email address has been purged from inactivity, or (more commonly) you've moved to another paid service, so your old account was closed; there isn't much point in recovering your password on your dead accounts.
The password being referred to was the NationStates password. He still has the option of remembering that one.
