A friend of mine (who can't log in to these forums) has had some problems with a troublesome user in his region. He is the delegate, but appears not to have any delegate powers, and the founder is no where to be seen. i don't know if this is the place to report it, but he wrote this:

That is what I have been trying to achieve since I move to Doomsville.

Best way to deal with offensive Telegrams is to file a Getting Help Request (http://www.nationstates.net/page=help)
EDIT: Be sure to be logged in as the nation receiving the TGs (If you have a puppet) and tick the check box for the including your TG's. And be sure not to delete the offending TG's until you here more from the mods

There is no tick box for telegrams, and login status for telegrams is irrelevant. It is easier for us if you're logged in at the time, but it's not a requirement. And be sure not to delete the offending TG's until you here more from the mods
That part is correct. You should leave them in your inbox until we've deal with them.

Get him to file a Getting Help Request as above..... the forums are not the place to discuss IN-GAME moderation. That is what the GHR is for use it.

It can be possible for a Delegate to not have access to the Regional Controls(provided the Founder is alive). The Founder decides if the Delegate has access to the Regional Controls.
Yes, the Founder can block Delegate access. However, if the Founder Ceases To Exist, the Regional Controls are opened up.

No. Do not delete the telegram until it's been handled.
