Could we have a category ruling on this (http://forums.jolt.co.uk/showthread.php?t=496661) please? I've had some player input near the end of the topic but I'm not really sure where to put it.

This doesn't fit any established category.

We've pointed out before that your starting point should be the category, and you build from there. You've done the reverse - built the proposal that you wanted, and are now trying to push it into some ill-fitting container. Sorry, it just doesn't work that way.

There are lots of fine ideas like this for international activity that can't be shoved into one of our convenient little boxes, and that's a pity. Max didn't think of anything when he built the game, and the few categories we've added don't adequately cover this sort of thing either. What we'd like best is if people would work to help us create new categories that would cover these new ideas.

I can't rule that this fits under Free Trade or International Security or even Social Justice, because it doesn't. I don't know if any of the other game mods would delete it if it were posted under one of those. For myself, I'd certainly consider removing it if it looked like it would make quorum. It's just not a good fit.

If somebody else wants to step in on this, by all means do so. In the meantime, your best bet for passage is to work to create a category that covers all this sort of thing, and suggest it to us. We'll consider such suggestions carefully. That's about all we can do at this point.

Isn't it fair to say that parts of this proposal could be classified as Free Trade, while other parts could be classified as International Security. Two years ago (to the very month in fact) Cog helped me break my International Disaster Assistance proposal into a workable proposal, Good Samaritan Laws.

Since you've looked at it, are there any of the operating clauses that you feel do fit in a single category?
