This refers to when you move a great majority of Puppet Nations in and out of a region at the same time, flooding the Regional Happenings Board (the thing that says "so and so joined the region", "so and so left the region".

Indeed. We've been seeing a lot of this lately -- where one person brings in an ungodlynumber of puppets -- I've seen hundred or more -- to a single region.
It's going to get people warned, and ultimately deleted (if they do it repeatedly).
