I have some questions about puppet wars.
I was told that the mods ruled that using puppets to lessen the influence of a delegate, for the purpose of invading, and using puppets to lessen influence to make those invasions successful was in accordance with the rules, and thus a legal action to perform.
So these are my questions, that I hope can be answered to avoid any rule-breaking.
1. Was this ruling infact made, and validated as legal behaviour?
2. Is mass-creating puppets legal, if it clears the Regional Happenings of the pacifics, or should you make a few at a time so as it does not clear the entire board?
3. Is the mass-movement of puppet nations into a warzone justified, or is it also considered spam as it will clear the regional happenings?
4. What about moving those nations out once the war is done?
I ask this because today I was notified by a moderator that I had spammed the region of Ocean. Now that I can see as a fair ruling, as I only moved 5 nations into the region, then quickly out again, BUT on the same token, I have moved 25 or 50 nations at a time (by opening up tons of windows and moving them at once), into and out of Minnesota, and a host of other regions, without complaint from the mods. Then I recieved notice that if I moved my nations to another region, and it cleared the Regional Happenings it would then be considered spamming them. What am I to do, and how do I then move them - or do they stay put. Can I move them to my own regions?
Basically, what I am asking for is clear legislation on what is allowed, and what is not, so no rules are broken in the future.

Also, how do I move my remaining 195 puppet nations out of Minnesota without getting them all deleted. if I move one a day it would take nearly 200 days to perform the feat. Can I mass move those to the next war-ridden region?
