Same reason the other was. Each draft doesn't need a new thread.

Save the addresses of your old threads. Revive them when you're returning to a project. No proposal should have more than 3 threads - a drafting, a submission and an at-vote. Many only have one. It gets rather crowded if every draft has a new thread plus problems noted on previous drafts can be more easily referenced by follow up comments for the next draft. Areas of focus from old drafts can still be checked while new ones are made.
