Deep Kimchi and IDF are over the line, IDF was straight flaming people in the thread Tactical Grace closed yesterday. Deep Kimchi has apparently taken up the "if you arn't with Israel, you are a terrorist sympathizer" cry of the rest of the hacks. If IDF isn't a fire-starter, he sure is a troll, and Kimchi has pulled enough crap in this thread already and to end it has straight declared me a sympthizer, I think that says enough.

Thread locked, punishment administered (http://forums.jolt.co.uk/showpost.php?p=11407061&postcount=101).
The individual making the complaint was presented with a source, the domain name of which is a well-known xenophobic slur. Said individual was then flamebaited and defamed for several pages in response to his refusal to view the information presented as credible.
This type of behaviour will not be tolerated.

I don't think there is a specific "this is the line that seperates a forum ban from a perma ban" line normally (apart from obvious ones like posting porn, etc) like most other rules on Nationstates it has to be administered on a case by case basis (at least thats what i've seen) since it's very hard to sit and say "This is perma ban worthy flaming" "this isnt" and then use that across the whole forum.
The OSRS does give some very good guidelines though:
