I'm in a region, Nation States Communist Party, and got a recruitment message from "The People's Republic of The Oulton Broad". I thought that this was illegal.

It is. Keep the telegram and submit a getting help request describing the problem. A moderator can then check your inbox and take whatever action they deem necessary.

I think(but don't quote me on this) that Recruitment TGs are illegal outside of feeder regions/rejected realms/those types of regions.

I wouldn't get to excited about this, everybody gets one or two telegrams from people talking about their region, like just yesterday I was talking about how my region was better in a telegram, where would we draw the line? If I had to say we should leave telegrams to the nations sending/accepting the telegrams, it's not like it's very diffucult for you to check mark [the telegram's] that box and press "Delete".
Theao is right. Recruitment is only legal in the 5 Pacific feeders, the Rejected Realms, and Lazarus.
I'm usually not too bothered by the occasional TG outside those regions. I might give the nation a friendly warning or ignore it altogether. However, I'm less tolerant of recruiting on the RMB, and I have reported people for that.

If the telegram is solicited, that's something entirely different then a random, "Hey check out my region it's really cool!!!" *Those* are annoying. I've bragged about my region and teased others in telegram form, but they aren't going to report it because we know each other. If the telegram is random, unsolicited recruitment and you live in a founded region, it's spam.
