Can i adress the moderators in the un proposals?

Hello i have a question i have submited a proposal fro the un and i got rejected cause it said draf#1 that i understood but then i submitted it again this time i made a ps apologising with the mods for my 1st m31istake
I wanted to know if i can do such thing i have seen nothing against it on the rules and also if my proposal got rejected because i put the very same text of the draf on with the execption of the words "draft #1" because the second time i subimit it it was not a draft anymore.

RECYCLING PROPOSITION



KNOWING that recycling used materials improves the conservation of the environment and reduce the world demands for the exploration and destruction of wildlife and flora.As well as reducing the risk of lost of human lives in mines and similar activities that could be greatly avoided if the recycling percentage of the wast was re-used for similar and in many cases totally different purposes.

WE propose that all UN States members should reinforce existing recycling laws and the creation of such laws on non law-existing members.


PROPOSED STANDARDS

THE RECYCLING OF ONE QUARTER (25%) OF ALL POSSIBLY RECYCLABLE ORGANIC AND NON-ORGANIC WASTE OR
REDIRECTION OF THE SAME TO OTHER STATES WHERE IT WOULD BE PROCESSED

THE TRADING AGREEMENT IS OPEN FOR DESITION TO THE NATIONS THAT TAKE PART ON IT.
THE ONLY EXCEPTION IS THE THAT THE WASTE MUST BE TRADED TO DESTINATIONS WHERE IT WILL BE TREATED.

This proposal will directly influence in the increase of welfare where is adopted the creation of
recycling laws in the UN members thus enhancing the environment and creating new economic
opportunities in the creation of new recycling industries in states where it doesn't, growth in
the already present industry existing states that recycling isn't very developed as well as
expanding the chances of trade on "un-recycled" material for processing in other nations (the
inclusion of organic waste that can be re-utilized in the farming industry for egg.)
As well as a possible significant growth in the trading relations between member states there is
a clear "side -efect" that is creation of job in a primary and secondary scale in numerous other
bussinnes including but not limited to Transportation, Cargo&Delivery, Portuary industries,
Recycling plants, Agricultural and many others.

The trade limitations are due to the possibility of members of the UN just ditching their
un-ricycled wast into nations that wont recycle it.
Thus the possibility of trading the wast with nations that are non-UN or that dont have and local
recycling rules but are willing to take in waste adn recycle it as an economic commodity such as an
recycling industry. As well as leaving opportunity for friend or allied nations to take un-recycled
wast for free.

It also wouldn't hurt if it's still a draft to post it in the UN Forum (http://forums.jolt.co.uk/forumdisplay.php?f=1225) and let the people take a look at it to see where it needs to be changed.

As a personal preference as a UN delegate, I would ask you to pass your proposal through a spellchecker. If need be, paste it on NS and use the spellchecker there.

Proposals must be presented EXACTLY as they will appear in the final law. If you want to discuss it, take it to the UN forum. Do NOT post revisions, drafts, or requests for comment in the UN proposal queue.
