UN "committee" rule - legality question

First, I'm new; and any rule violation was not intended.
Second, started playing and found an opportunity, I thought, to rp out a situation that could illustrate the folly of unfunded mandates; and perhaps highlight a somewhat flawed UN Resolution. However, I'm not sure the approach I'm taking is permitted.

I stumbled into the rules for UN resolutions. One rule is that while a UN Resolution can create a committee; UN Nations do not sit on committees. While I suppose the original concern was that someone would create a committee via UN resolution, it would be logical to say that if a UN resolution causes a committee to come into existance, neither can a third party "implement" the committee.

On the other hand, "the committees are also bound by the metagame rules"; which seems to mean somehow people in the game can participate in committees? So, I'll say I'm confused.

I'm also not clear if WWP is a "committee" by this definition; but I suspect it is.

So, is my attempt to "rp" the WWP; [[to spell out policies which are in compliance with the laws of the UN (generally in the "real" world, laws are general, but it is the institutions that the laws create that make the final rules or policies(which if the legislators don't like, typically, then make additional laws to further bound the institution)), ultimately pass out certificationis for logging et al;]] illegal by the rules of NS?

If no; I'll keep down the path I started.
If yes; I can cut the last two appends I made and alter the rp approach to fit the rules.

Please advise.

Free-form roleplay, mate. To my knowledge, you can do what you like if you don't break any of the rules about content etc, though I would recommend that you take the roleplay to either an offsite forum like the UNO, or do it in the NS or II roleplaying forum.

Have you read the roleplay sticky in the UN forum?

My understanding of the relevant aspect of metagaming is that you can't force people to RP. If you say all nations must participate in a certain RP, you're forcing the question. However, members can, after the fact and seperately, roleplay the committee that had been formed - in effect, taking up the role of the magical being that popped out of the ground. That was actually the entire point of the UNO - to roleplay those very committees.

When proposing committee formation in UN proposals, generalities are much more likely to be acceptable than specifics.I. RESOLVING that an UNFAIR (United Nations Flatulence Awareness International Registry) Committee be formed to regulate methane emissions in member nations.

II. RESOLVING that UNFAIR membership be composed of one UN member nation from each region with five or more member nations."I" would be legal. "II" would not.

However, anyone who wanted to poke their noses into an UNFAIR activity could form ad-hoc Committees in the UN or roleplay forums at any time, without fear of reprisal.

They could even specify, on the forums, that committee members had to come from regions with five or more members before they could assist in generating a GASEOUS (Global Analysis & Survey Extraordinaire On Unspecified Stenches) Report. That ruling would of course not be binding to other UN members, who could counter-organize their own Micro-GASEOUS Report roleplay thread.

As long as it doesn't appear in the text of the proposal, you can organize and roleplay it however you like.

I think I'll stick to the UN forum for the "structural" discussion; if anyone takes the bait. When it comes time to announce WWP "opens its doors", I'll probably opt for II.

I have read more stickies than you can shake a sticky at ;-) I did hunt out the specific item you mentioned and it was helpful. Someday I'll work my way thru all the materials.
