We're neither lawyers nor Internet Radio hosts. Since it's occuring offsite in any event, it's out of our jurisdiction.

Just be sure not to use Max's copyrighted imagery without permission. Hint - there are several "Link to NS" images on the About (http://www.nationstates.net/page=about) page that may be used freely for that purpose.

You're welcome to share your learnings with the person who wants the radio station. Since much of that thread seems devoted to that topic, I suggest you post it there, not here.

We're not going to start regulating offsite NS activity unless someone does something illegal that's damaging to Max or the site. So far, that's hardly ever been an issue. NSwiki, NSTracker, and NSEconomy are all good examples of self-regulating offsite behavior, as are any number of offsite regional forums. If you want to study up somewhere, learn from them.
