This is a rather unusual question.
But I am from Illuminati, and we daily post Ads in the feeders for members to join our region. Well a day or so ago, another region, "Silent" opted to join the Illuminati Empire, a group of regions we have. Silent members do their own recruiting as well. Now TAO mentioned in Lazarus that this was (or could be) a violation of the rules, because the Silent Add mentioned Illuminati.
So my question is this, Which is acceptable?
-Only one region in an empire can recruit for that region
-One one region in the empire can recruit but NOT mention any other region in the Add
-So long as it is a separate player advertising for a separate region then it is okay
-The same nation can recruit for different regions
Or any thing else. I certainly do not want to make any rule violations. and am requesting help in this matter.
The nation who posted his ad for Silent, mentioned it was part of the Illuminati Empire, he is a different nation than I, and I am just wondering, in clear words, what is acceptable.

Yes, it is a good question, a while back I used to recruit for both Illuminati, and with Mongolia... with separate nations and ads. Noone said anything then. I hope the mods come up with a ruling on this.
Yeah. Me too. Oh, and what my younger brother is saying did in fact happen...but it was different. Some random people joined my region just to advertise another region and then left.

I don't know about Mercury God's question, but region ads in non-feeder regions are illegal.

No, I am talking about purly feeder regions. No traditional rules were broken, but we dont know about this one. if two allied regions can post a different add for their region, BUTmention another region in the add.
Super CIA asked for nations to move to Silent, a Illuminati Empire region, and I asked for nations to move to Illuminati - the home region. but on the Silent ad, it mentioned Illuminati - is that against the 24 hour rules, even though they were totally different ads, andone happened to mention another region that posted an ad there a few hours before.

sorry for the double post, but I really need this answered. Is it okay for these two ads to be posted in a feeder region within 24 hours. Note how they are advertising completely different regions, but the Silent one mentions it is a member of Illuminati Empire.

Now, a few hours later, this add was posted by another member of the empire, but in a different region. His add was:

HOW TO MOVE TO “SILENT”.
1) Click on "The World" on the left-hand tool bar.
2) Type in "SILENT" in the find region box at the bottom of the page.
3) Click Move [Your Nation] to SILENT Today.
TAO said that because the second add mentions illuminati that it is considered in violation of the rules. MODS, can you please make a ruling on this. I dont see how it is a rule violation, becuase they were posted by separate nations, and advertising separate regions. And some other ads mention other regions in them all the time. But is this agains the rules?

"SILENT” is a member of the all famous ILLUMINATI!.
It's clear to me that the first ad refers to a region, THE ILLUMINATI, and the second refers to a broader gameplay organization (not a region) called the all famous ILLUMINATI!. Had either poster stated "Join 'RegionA' or 'RegionB' today!", that would have counted as the sole ad for both regions under the 24 hour rule. As it is, it's legal.
As an aside, one of the most hated forms of adspam is the overuse of ASCII art, particularly that damned Stewie picture. Stewie has nothing to do with NationStates. Can we lose it, please? We'll probably end up banning all ASCII art eventually if you guys don't start to self-regulate.

I don't mind getting TGed or you doing Adverts in the Feeder Regions, but when you go and send a message trying to get my nation to move to your region though my YAHOO 360 page, thats going to far. Please tell your member nations to refrain from sending stuff to people's personal E-Mail/Web Site accounts.
p.s. I reported the person who sent it to my 360 account for abuse.

First, I want to thank Mercury God for bringing this question to the forum. It shows some real integrity to place yourself under a microscope.
As TAO my question was as Mercury God's last post indicated and I want to thank him (again) for bringing the two messages to view. My original question was asked because the nation Super cia placed the Silent ad in Lazarus. When I popped into Silent to view the region, I noticed the entire region appeared to be a front operation for Illuminati (as you can see below).

I know there was a Mod ruling over a year ago regarding Lawn Flamingo and a region he advertised for that aslo advertised on its own ... but Lawn Flamingo was a contract advertiser so that is not the same as the case presented here.
My question is more along this line ... Is it fair for a region to create affiliated "puppet regions" who can also AdSpam as a front to get new members to join the "mother region"? As an example,
I could, as TAO, create the regions of East Jabip, East Jabip Warehouses, and East Jabip Immigration Center. I could create puppet recruiters for each and triple spam a Game region but the AdSpams would appear as three different nations for three different regions. But once you moved to EJ Warehouses or EJ Immigration Center, the WFEs would tell you to move to the mother region, East Jabip, and join the forum. IMO, the end result is this: all three regions are the same region and the whole thing is simply a way to circumvent the AdSpam rules.

Thank you for clearing this up. and I agree, lol, the Stewey thing is a bit odd, to say the VERY least. I have been working on a way to reduce the size of the pyramid, for more effective recruiting, and less "annoyance factor" I have even considered not posting adspam on the pacifics RMB's, but I kind of like the name to get out. What I will do, is inform Super CIA not to mention another region in his advertisements, and likewise, any new/other region of the empire will be instructed to do the same. I think this would clear up all confusion.
Shazbotdom, are you referring to one of Illuminati's members, (or just in general) and if so, do you have a nation name? I hope noone is doing that, but if they do, I side with you... I would report them too. PM me or TG me about it if it concerns us.
TAO, I appreciate your concern, however at no time, in the ad Super CIA posted, OR on thier RMB did they ever state that any nation who moves to Silent should be redirected to Illuminati. Super CIA wants members in his region, for the soul purpose of building an army and such. Those members of his that did move to Illuminati did so on their own will (perhaps it is the mysterium that draws people), lol. Either way, thanks for the concern, and most certainly, I appreciate any comments/suggestions you have.

There is a reason that the One Stop Rules Shop has this phrase in the first post: "Please be aware that the following rules are not set in stone."
What you're describing would almost certainly be defined as a malicious attempt to spam and rules-lawyer by the ruling mod. Since we a) have the discretion to use our judgment and b) list both 'spam' and 'malicious' among Max's original six illegal actions, I'd have no trouble imposing a slapdown.
Once again, we're not going to oblige anyone with a blanket permission or blanket ban on any given activity. The rules are clear enough for 99% of cases, and we'll rule on them when they cross into the gray areas. That's as good as it's gonna get.

TAO just saw a possible glitch in the interpretation of the rules that could be a potential for wrongful exploitation by someone less scrupulous.

I have informed Super CIA to 'tone down' the Illuminati stuff on his ad and his RMB's. I believe that should solve the situation at hand.
