if you are already a UN memeber with one nation, is it possible to take yourself out of the UN so the other nation can get in (to be fair and only have one nation in the UN)? or if you enter in the UN are you stuck with that nation?

Go to the UN page (see the side frame).
Click the button or link that says Resign From UN.
Wait 24 hrs, and put other nation into UN.

Just ensure that you fully withdraw first.
You can get into trouble for having more than one nation in the UN. People have been banned from the UN and even the game for abusing the vote privilage in the UN by "multi'ing", which is having multiple nations in the UN.
Don't apply with the other nation immediately. I've just had to wait another day before this nation will finally re-join.
