Check in the Moderation forum. Maybe she's actually been banned. I hope it's all a mistake.

I swear I saw a thread about this in the Technical forum once, but I can't find it now. Strange, because I thought it was a sticky. That's as much help as I can be. Sorry.

She's not been banned, she probably forgot to log on for a certain length of time (28 days I believe).
Posting in the Moderation forum will just piss the mods off, go here (http://www.nationstates.net/page=help) and send a request for the nation to be resurrected.

Folks, if you can't be bothered to log on to your nations once every 60 days (in vacation mode), your nation goes away and you get auto-banned from the forums.
It's not that much to ask. Thirty seconds every two months or so, so you can post for hours and hours and hours and hours on the game-sponsored forums about things that have nothing to do with the game.
Give it a try.
