I'm not sure if this is where I should report this, but today I saw that the country "The Dictatorship of 4th german reich" has a nazi Swastika on his/her flag.

Sorry if this is the wrong place, but I believe that is explicitly against the rules.

Edit: Others I found are: "The Empire of Nazi are cool", "The Empire of Nazi Mars" (Though that doesn't have a swastika, just a picture of Hitler...), and "The Holy Republic of Negro killing nazis" (which name alone breaks rules...).

No, this is the right place to report it. Though, you could always file a rule violation report throuhg the FAQ section...

At the top there's a link for "Getting Help" where you can report this kind of thing...

In game violations should typically get reported via the Getting Help Page, as the Game mods don't necessarily check the forum all that often.
