My UN proposal was about discouraging region invasions. not banning them. but somehow, the moderators decided it couldn't go further. why? it was just discouraging it, not banning it.

I could be wrong, but I don't think proposals/resolutions are allowed to refer to gameplay at all.

Well, that's the upshot of the metagaming rule, anyway.
MetaGaming is a difficult to understand category at times, especially since it often shares jurisdiction with Game Mechanics violations. Essentially, a MetaGaming violation is one that breaks "the fourth wall", or attempts to force events outside of the UN itself. Proposals dealing with Regions, with other nations, Moderators, and requiring activities on the Forums are examples. This also includes Proposals that try to affect non-UN nations.
Basically, proposals texts are roleplay that are supposed to reflect the change in national statistics of UN members that are a result of the category and strength of the resolution.
If you try to make them do something outside of that, including addressing gameplay or forum activities (even if it's only discouraging something), you're violating the rules and frankly trying to use the UN for something it simply can't do given its limitations, so there's no point in it anyway.
