New Founder for Holy Land?

The region has managed to draft and ratify a Charter to govern the region. We have set up democratic elections to select three Elders: the Lead Elder, the Delegate Elder, and the Mediation Elder. We have set up a grievance procedure and a code of conduct, along with a court system using a jury of our peers. Due process and political and civil freedoms have been enumerated.
Now all we lack is the authority to act upon our legal system. I think we are ready to take the reins of the region and manage it responsibly.
We would like to elect a nation to take over the Founder position. I have heard that this has been done in other regions (Hell, for example). So we are going to hold elections on the RMB so that even nations that don't want to register in the offsite forum may participate.
If we can successfully elect a native-approved Founder, will the Mods install that nation in the position? It would be a huge step in putting Holy Land back on the right track.
Or you can elect your new founder and all vacate the region so s/he can refound it.

Impossible. There are one or two players who have sought to wreak havok on the region, invading it time and time again (which is why we have a Mod Founder right now). They will never allow the region to be properly re-founded.
I wouldn't ask to have a Founder elected and instated if it were not for the fact that there is precedent for it in other regions.

For now I have begun a vote to see if this group is even capable of uniting enough to make a good case for refounding. I think now that there is only one who objects to refounding the normal way.
I may have been premature starting this topic, but really was mostly looking for a yes/no if we even have this option. If not, no sense going through the trouble of voting on it. :(
We are trying to earn our emancipation.

That'd be a 'no' then. We've haven't done mod-appointed founders (except mod puppets in heavily griefed regions) in about 2 years, and we're not going to start again.

Satan became the Founder of Hell by being the first nation in after the National Stalinist griefer cleared the region out and abandoned it.
And, well, he's been an ex-nation for over 930 days.

So will the Mod Founder be ceasing? We really need the ability to enforce our new regional by-laws, or our attempt to govern ourselves becomes moot. At least if the Mod Founder ceases, the Delegate will regain regional control.
Or is Holy Land doomed to live with the babysitter forever?

The mod founder will time out in 6 days, assuming no one logs in to it.
Regional controls for that region have been enabled for several months. It's no different than when you had a *dead* founder, except that the mod founder can be quickly revived if the griefing idiocy resumes.
