Even if the delegate is native, when they password the region, must they still send it to everyone in the region?

As a rule, no.
Nativity is tricky, though.  Without an example, the answer can't be considered definitive.  Also, Nativity isn't a technical concept, it's a moderation concept.  Moving.

Of the seven endorsements, 4 are clearly native, and the delegate is also clearly native.  Thus, this is a Internally Elected Native delegate by the strictest interpretations of moderator rules, and as a native he is not required to distribute the password.
Of course, this could all become moot very soon (http://www.nationstates.net/news/2006/04/06/index.html#foreshadowing) ... or not.

Interesting.. what exactly did they tell you? Seems they need some educating in the rules, although as Fris said.....
