I saw in the stickies that "Ask a..." threads were banned, but I am unsure why (I can't find that reason in the stickies). I mean, I can see why some of them might be for the same reasons that word games thread are banned, but I can see the use for an "Ask a Communist" or an "Ask a Republican" thread, and so I was wondering if that type of thread is also banned.

I'm fairly sure it was because there were just so many of them occuring, and many of them were the same, that the mods clamped down on them.

Because without the ban every attention whore out there will create an "Ask a person who owns a stapler" thread, or something equally pointless.

 Sorry this is off topic but how do you create a thread?

In the top left corner of a forum there is a button that says 'new post'.

Fass is correct; while originally useful, it got to the point where we had things like "Ask a ham sandwitch" and so forth, whereupon the entire exercise dissolved into pointlessness.
