Possible Proposal Violation

I wish to ask the mod's opinion on the proposal "Repeal: Scientific Freedom." I believe it is an illegal proposal for the bolded lines. It is my understanding that repeals cannot introduce new laws.

A. REAFFIRMING that scientific freedom is a positive.

B. STATING that scientific freedom is a privilidge and that it should be used responsibly.

C. NOTING that scientific freedom must be used for a positive contribution to a nation and/or the world.

D. REGRETTING that scientific freedoms have been widely abused.

E. SUCH AS weapons that have been used for un-needed invasions, attacks and threats against other nations, groups or minoritites.

F. REAFFIRMING AGAIN that RESOLUTION #2 is for good reasons but should be adjusted to suit the world's current needs.

1. REALLOWS scientific freedom for responsible purposes.

2. DOES NOT grant scientific freedom for dangers of personal, local, regional, national, international or world security unless absolutely necessary.

3. URGES nations to give their people and corporations to safely and securely undertake and promote the freedoms of science.

Proposal violations should be reported via the Getting Help page in future. For now, I'm on it (assuming the slow-ass server lets me).
