I just received an IM from my sister who runs the nation of Formal Dances and it no longer exists. She would like to know how to go about re-activating it.

assuming the nation died from inactivity you need to file a GHR:

file under "restore a deleted nation"
ofc if it was killed by the mods you'd need to talk to them about it
