It is futile to ask for a thread in General to be deleted. They won't do it even if you ask.
The thread isn't an RP thread so, techically, you don't own it.

I don't see why it shouldn't be (nor do I see why it should). Given the fact that he did indeed start it, I think it still belongs to him even in General.
I was under the assumption that the rules of owning a thread is the same in every section of nation states.

Mods have stated several times that only Rollplaying threads are owned by the thread starter.

Nope. See the The One-Stop Rules Shop. It only applies in the two RP forums.
