That's a real stretch to call that a call for direct violence. "who must be beaten" is a loooong way from "I'm coming to your house to beat you".
This poster has been warned and TGed about his flamebaiting style based on a different offense. If he continues with more stuff after the warning, that would be actionable. This isn't.
