My region, the Great Plain, was formed over three years ago; long before the concept of a founder was even created. It would be in my Region's best interest if The Gulf States was granted this privelege.

As I recall, when founders were created, regions without them were invited at that time to request a founder to be set. (Heck, I requested it myself.)
However, that ship has sailed. We no longer set founders except in extraordinary circumstances... and this does not seem to be an extraordinary circumstance.
