Looks more like an alliance thread to me.

That's what I thought at first, but there are some references to moving to their region, which also makes it a region ad imo.

Regional Membership:
Requirements- You must be located in the Covenant region.
Benefits- Regional members can run for positions of power and wield more influence in the High Council.

Dispersed Membership:
Requirements- Dispersed members are not located in the region, and are therefore "dispersed" throughout the galaxy.

Benefits- None, this is standard membership. Dispersed members can do anything except run for positions of power. They wield less power in the High Council than regional members.

This is where I got the idea that it was a region ad--though I could see where the mods might not consider this reference enough to treat it as a full-blown region ad. I had to think about it before reporting it. It's kind of that fuzzy gray area in the middle that mods love to hate, I suppose...:D
