The United Nations,
OBSERVING that some nations employ the death penalty as a sentence for the most serious crimes,
EXPRESSING ITS HOPE that nations can where possible find alternate means of punishment,
APPLAUDING nations who take steps to avoid judicial errors, to ensure that the death sentence is applied fairly,
AWARE that for some nations the death penalty is intrinsic to a cultural value system,
ACKNOWLEDGING the value of the death penalty as a deterrent to acts of criminal damage in some nations:
DECLARES that all nations have the right to administer the death penalty.
I know these sort of proposals - national rights - aren't looked on that favourably by the UN, the mods, or really anyone, but what I'm concerned with is category. I would say this should The Furtherment of Democracy, Mild, because it's:
1. Giving a state right, as opposed to Rights & Duties, Rights of Neutral States (both Political Stability) which to an extent limited states' rights.
2. Based on the idea that the death penalty is a political freedom, because it's part on an inherent system of law/justice/culture, and as such restricting that from an international organization would be overriding what should be a more local decision.
However, Right to Refuse Extradition, with which this has some parallels, was Human Rights. I personally think it should be TFoD, but as this is likely to cause mild sniffs anyway, I thought I should check.
