I have multiple questions and clarifications. I know for one that trying to get a person of a non-feeder/Realms to come to your region via telegram is illegal. In my similar case, I am wishing to get similar regions to mine to combine to improve our numbers (most regions involved if not all regions are dying/quite inactive). I was wondering the legality of asking a region to combine with another region via telegram.

IMO, I feel with so many dying regions (with members still looking for activity) to be off limits to other regions doesn't make sense. I feel if limits of one telegram are given, and the region doesn't have a no telegram policy...also especially if they are dying (less than 5 w/ delegate and no founder or less than 10 with no delegate but founder or no founder).

I want the mods to rule on the legality of asking regions to combine and where lines are drawn. Can I mention it passively and give an AIM name for example? Can I invite them to a summit or something that indirectly asks them to do something that will cause them to leave their region?

The rules are: one ad per game-created RMB per day. One telegram per nation in game-created feeder, period. One post on player created RMB IF the WFB specifically gives permission, OR if you secure the permission of the founder or delegate.

If these solutions do not work for you, post your ad in the Gameplay forum. We're sorry if this inconveniences you, but the ad-spam rules are in existence for a reason. The reason is that players have made it VERY clear to us that they find ads in their telegram inboxes to be very annoying.

So if there is only a founder or a delegate and I get their permission. I can post on their message board about combining etc. or anything for that matter that is not obscene :)

Uhm... I do not think that sounds right Katganistan... I could have swarn it was one telegram per nation in game-created feeder per eternity.

Forbidden Actions: Gameplay

AdSpam: Spamming other people's regional messageboards (RMB) with adverts for your region. The only places where you are allowed to put advertisements are:

* the Gameplay Forum (they will be deleted if posted elsewhere, as being polite hasn't worked),
* The regional messageboards of the game-created regions
o Feeder regions, defined as The Pacific, The North Pacific, The East Pacific, The South Pacific, and The West Pacific. Note that it is not legal to advertise in copycat regions like "West Pacific",
o The Rejected Realms and Lazarus,
o Official Warzones.
And even then, don't over-do it. One ad per advertised region (NOT per posting nation) in any 24-hour period is the rule. Don't post if an ad for your region is still visible, even if it's been more than 24 hours.
* Recruitment telegrams may be sent to residents of game-created regions. No 24-hour rule here - one per nation, period.
* Sending unsolicited recruitment telegrams to nations outside of game-created regions is not permitted.
* RMB Ads are allowed in player-created regions if and only if the World Factbook Entry says they're allowed. Whomever controls the WFE may set regional policy towards ads.
