Are there rules against this?

This is merely a total copy-and-paste job from the website Tektonics.com, to make matters worse there is no commentary.

P.S. Feel free to delete/lock this thread if the topic has already been dealt with.

To the best of my knowledge it's legal, although he should have really stated his source. Regardless, I've seen things copy/pasted all the time to create topics of discussion. But, then again, he didn't link back to the source.

I've seen this brought up to moderation many times. Generally, they end up telling the individual that they must make some commentary and not just copy and paste. Depending on content it can be spam or trolling (appears to be mostly spam here). Sometimes they lock the thread, sometimes not, depending on if any real discussion has developed. If you search the moderation forum for the term 'paste' you'll find a ton of examples. I'm sure a moderator will tell you if it's against the rules, but certainly past rulings suggest it's discouraged.

It's called, surprisingly, copy and paste spam. Jesussaves was a master of it. It's illegal without commentary.
