I know advertising in other regions is illegal, but what about encouraging people to leave a certain region? Is this allowed through telegrams or postings on their CHQ? And how often?

It is illegal to recruit at all. But maybe one of the moderators can tell us if there is any room around this though.

And I was wrong anyway. I meant to say it was illegal to recruit in player created regions.

There's no quick answer on that one, CG. It's gotta be a judgement on whether it crosses the line into harassment or malicious behavior.

The following is a stream-of-consciousness post, and should not be considered a definitive ruling ... but we can use it as a starting point.

Typically, we look the other way on regional schisms, where nations that are current or recent natives of a region have political differences. There may be posts asking one side to move to a new region, and that's not quite the same as adspam. There is a possibility of genuine interest for some of the region. That pretty much make it non-spammy in my mind.

There is a greater chance of it being flamish or trollish, and with enough repeats it could qualify as spam. Popping in and out of a region to post "please leave this dump" without giving the founder/delegate a chance to debate and/or eject the poster could also bring up a spamming charge, but only if it's done on a continuing basis.

Taking the same message ("Don't join $region, because $delegate is a douchebag") and posting it in the Pacifics would clearly be malicious and would not be allowed. I don't see a reason to post any sort of "please leave" message in anything other than the target region, or perhaps the new schism region. Taking it beyond the home region sounds malicious to me.

Discussion, anyone?

Lets say you go around and just paste the same message to people's telegrams (not like I do this). That is considered spam, right?
What about if you genuinly think that a nation is right for you region, and that they would be happier there? Can they still report you for spam?

Spinning from Fris' ideas, I'd have to say that aparent intent would factor heavily in such a decision. If someone just pops in and says "You should leave this region!", I would tend to view it as spam. If they said "Leave this region for $other_region!" I would definately view it as a regional ad and treat it as such.

If a player joins a region and says people should leave the region and then sticks around for discussion, I'd be more inclined to view it as standard regional chat and thus acceptable.

Telegrams are more iffy as they're far more imposing. I really dislike those kinds of telegrams, and seriously question their efficacy. I think I'd be more likely to come down harder on telegrams with the intention of getting people to leave.
