If a Delegate passwords the region, does it automatically have to be given to all the nations residing in the region? Or do they only have to give it to nations they kick out?

I'm pretty sure that if the delegate is elected internally by the natives, then they do not have to give the password out. If they are considered an invader delegate, then all natives have to be given the password (regardless of whether they're kicked out).
