Is this enough to warrant action?

I didn't report this earlier because I figured we'd get it resolved. However, one of our stupider members (Good job, Gut!) decided he'd mess it up. This "Aligned Planets" fellow decided to "invade" our HBO IRC (http://www.nationstates.net/cgi-bin/index.cgi/page=display_region/region=HBO%20IRC) region (which is a peaceful, stupid little region with (used to be) 12 people from the same IRC channel). We tried to talk him away while trying to get back our Delegacy to change his factbook claiming "control" of us. Then he posts this:

1 day ago The United Federation of Aligned Planets Been speaking with Gutupioism, and I didn't realise that you guys were just a region of small friends! As a Region Crasher (or Invader), I normally try not to invade regions which are just specifically used by small close-knit groups of friends - as I know it's not much fun!
Sorry about any inconvenience that has been caused - my work here is now complete, and I am going to be moving along.

After which he changes our factbook to this:

This Region was successfully invaded by the United Federation of Aligned Planets. between the 25th and 27th September 2005.
Thank you

Which not only enrages me for improper grammar, but also the fact of THIS:

# 1 day ago: The United Federation of Aligned Planets barred UN Delegate access to Regional Control.

Then he leaves for the Rejected Realms. Our founder's nation expired, so we couldn't do anything about the factbook. I suppose you all might could do something, but I figure we may just go for a new region, as we did yesterday.. but it'd be nice to have the old one back. If he'd really been sorry to disrupt us in any way, he wouldn't've disabled our ability to go back to normal on our own.

Assuming you can get 2 people with UN status together, you should be able to get your WFE back.

I'm pretty sure a delegate in a region with no founder can't bar access to regional control. He could click the button, but the delegate in a founderless region *always* has access to regional control.

Alternatively, if you can get all your friends together and get them to leave, you could just refound the region with someone that's still active and not worry about invaders at all.

Correct. The only effect is to generate that line in the Regional Happenings.

Google cached pages indicate that your old WFE was "h4xmbkthxggbi", which another helpful mod has reset.

However, if your founder is alive, you can bar yourself from regional control.

I would know, I did it.

Thanks. We're moving, though. I founded a new region and the active members have moved. So, now we're utterly safe. Whoohoo.
