Just a moment ago Brasil still had 33 nations, now however they are down to 4.
Looks like a griefing to me.

That's 29 nations!!! I'm not a mod, but that DEFINITLY looks like griefing to me.

might I suggest the following?

First off, I am not a Mod. Second of all, this is a hazy area, but...

Correct me if I'm wrong, but Griefing only applies if they're not allowed back in. The new Delegate is obligated to distribute the password in order to give the natives a "fighting chance" to reclaim their region. If I remember correctly, griefing occurs only if it's "Get out and stay out!"

Griefer has been deleted, password and banlist have been cleared. Natives are free to return to the region.

Griefer has been deleted, password and banlist have been cleared. Natives are free to return to the region.
