I've never reported one of these because I don't usually notice. Can you just edit it or something (I'm fairly sure it'll never make it to vote anyway)? Is this the right place to report?

No, we can't edit them. Leave or delete are the only options.

The place to send such requests is the Getting Help page. There's a category specifically for UN proposals.
