Query: Legality of New Situation [Mod Only]

I have a sort of unique situation that doesn't seem to fall under any of the current rules. I founded an organization called the National Sovereignty Organization, and one of its goals is to educate UN members. One of the ideas I had for education was to send a telegram to new UN members with links to the UN proposal rules, past resolutions, and stickies in the UN forum. Now as far as I can tell this isn't recruitment because I'm not asking them to join anything, and it's not UN advertising because I'm not using it to promote a proposal or a particular ideology or even the NSO. Because it doesn't seem to fall under any of the current rules I thought it would be advisable to ask about its legality. I don't see any potential problems with my idea, but maybe y'all Mods will see something I don't, so...

The rules on regional recruitment and UN proposal telegrams really derive from the "spam" clause of the NationStates Terms and Conditions. Special regulations were placed on regional recruitment and UN proposal telegrams because they are by far the most common of spam telegrams.

Send at most one telegram per nation (unless the nation responds non-negatively to you). Do not send a telegram at all if the World Factbook Entry for the region states that they are not interested in telegrams on UN proposals; you're not talking about a UN proposal, in particular, but it is a UN-related telegram and chances are that those not interested in UN proposals are also not interested in what you have to say.
